Introduction

Context

This vocabulary is supporting GeoDCAT-AP [[GEODCAT-AP]], a specialisation of the DCAT application profile for European data portals [[DCAT-AP]] for geospatial data. The terms defined in this namespace are defined as broad as possible for wider reuse but are scoped to the needs of GeoDCAT-AP. All terms in this vocabulary have therefore a strong connection with GeoDCAT-AP.

Revision history

Up to GeoDCAT-AP 2.0.0 [[GEODCAT-AP-2.0.0]] this vocabulary and the DCAT-AP application profile for geospatial datasets where combined in a single document. In order to facilitate the reuse of the defined terms in a broader context than GEODCAT-AP this specification with solely the terms defined in the namespace http://data.europa.eu/930 is created and published.

This reuse objective resulted in wideing the domain and ranges of the properties. In case the properties could be applied to any catalogued resource they are set to dcat:Resource. Where needed or possible, the range has been even further broadened to rdfs:Resource. This is because according to DCAT the class dcat:Distribution not a subclass is from dcat:Resource.

The creation of GEODCAT-AP 3 also applied the SEMIC Style Guide. This resulted in the creation of explicit subproperties which where implictly present in GEODCAT-AP 2.

The GeoDCAT-AP vocabulary supports the GeoDCAT-AP profile. The namespace for this vocabulary is http://data.europa.eu/930/ . It is under maintenance by the SEMIC action, Interoperable Europe.

This vocabulary has the status Candidate Recommendation published on 2024-07-09.

Conformance Statement

In order to conform to this vocabulary the usage of the terms MUST: When reusing the terms, the reuse principles of the SEMIC styleguide SHOULD be followed.

To make the properties widely reuseable the domain and ranges are in most cases very open. For any kind of entity, the class rdfs:Resource is used. For any kind of value, rdfs:Literal is used. In the RDF ecosystem these are the universal denominators.

ISO 19115:2003 [[ISO-19115]] is currently withdrawn. However, it is pragmatically considered as a reference standard since most geospatial metadata implementations and software tools are still using it as such, instead of ISO 19115-1:2014 [[ISO-19115-1]].

In GeoDCAT-AP, this property is typically used for Catalogues, Data Services, and Datasets. However, no domain restriction is defined, and therefore this property can be used on any resource.

Suggested Controlled Vocabularies

Imposing the use of a controlled vocabulary for a property in the vocabulary is restricting severely its reusability. The table below is added to increase the insight in the preferred way how to use these properties.

Therefore the table SHOULD be read as a strong suggestion because deviating from the presented choices may lead to conflicts when using it for datasets that are also described by GeoDCAT-AP. It should be observed that this strong suggestion is also a consequense from the precise semantics of the properties. Their definitions hint at the usage of a Controlled Vocabulary. Nevertheless it should be noted that the listed Controlled Vocabularies and properties have seperate life cycles. And that in the future other choices might be presented.
